“Integration from ocean to ocean” - press conference of International Public Movement “OCEAN” took place in Kiev

The press conference which was organized by the International Public Movement “Open Confederation of the European and Asian People” took place in Interfax Ukraine news agency on August 1, 2013 in Kiev.

The press conference began with the statement of the vice-chairman of the International Public Movement “OCEAN” concerning the international economic cooperation, the president of Honour and Advantage Fund Igor Massalov that official 2nd congress of the International Public Movement “OCEAN” passed on July 28 in the Istrinsky region of the Moscow region.

Then the word was taken by the chairman of the organization Vadim Mingalev who cleared a situation with failure of the 2nd congress of the International Public Movement “OCEAN” in Kiev on July 26, 2013 and as declared the main decisions accepted at official 2nd congress of the organization.

On July 25 the Coordination council of the International Public Movement “OCEAN” made the decision not to carry out the 2nd congress of the organization. However one of cochairmen of IPM Alexander Ivanchenko solved individually, without coordination with other 7 cochairmen to hold the event. As it became clear later, he came under influence of three speculators – Yury Apalkov, Anatoly Budnik and Alexey Bokarev who convinced him to appropriate the money intending for congress, to hold false event and with his help to try to appropriate management of the organization.

Originally the 2nd congress of the International Public Movement “OCEAN” was planned as a significant event on which essentially new concept of positioning of Ukraine on the world scene had to be presented to the Ukrainian and world community.

According to this concept developed by leading Ukrainian scientists led by Vladimir Shevchenko, the director of Institute of the international integration, in connection with an accruing tendency of integration processes between Europe and Russia, Ukraine has to become the center of integration: “Ukraine – “The crystallization center” new system of safety and cooperation in Eurasia - from ocean to ocean”. Such approach allows to improve radically the country economic and social situation, and the International Public Movement “OCEAN” has to become a basis for implementation of this concept.

But as a result of Ivanchenko's provocative actions and his “colleagues” the so-called “event” was held on July 26 which is impossible to call differently as attempt of discredit not only the International Public Movement “OCEAN”, but also the idea of the Eurasian integration as a whole.

Pursuing the mercenary and vain aims, these persons went on direct profanation of action - instead of representatives of the famous public organizations who have to arrive from all Ukraine and other CIS countries, they gathered by means of recruiting agency “political mass meeting” - pensioners and students, having promised them the payment of 50 gryvnas.

It was necessary for falsifiers to provide unanimous vote on questions of election of the new management which they intended to carry out at so-called “congress”. For realization of this task about two tens security guards from private security agency were attracted who didn't let in a hall of the real delegates of congress and started only the bought “mass meeting”.

Vadim Mingalev noted that according to documents on registration of the International Public Movement “OCEAN”, given to the Ministry of Justice of the Russian Federation, the attempt of carrying out congress without coordination with all cochairmen of the organization is impossible.

Nevertheless, during this “action”, under all laws not having any legitimacy, Ivanchenko put on vote the decision on election of a position “The chairman of presidium of the International Public Movement “OCEAN” and as on unprecedented anywhere earlier, a funny position of “The chairman of cochairmen”, for what the bought mass meeting in a hall, without trying to understand the events, voted.

But with the same success, Ivanchenko could bring together people and ask them to vote for that he is “Chairman of the UN” or “President of Antarctica” - such vote would have the same value, as well as what he made.

Thus, action which would have to become a significant milestone in the development of integration processes on the Eurasian space, as a result of Ivanchenko's perfidious swindle and his accomplices was turned into frank buffoonery.

The International Public Movement “Ocean” considers the occurred on July 26 in Kiev as the anti-Eurasian, anti-Ukrainian and anti-Russian action and it evidently will affect further the career and political prospects of the specified persons.

By the way, Ivanchenko as a result appeared cruelly deceived by “colleagues”: having provided the part of money in their order for the organization of this shameful action for obviously inflated prices, then he couldn't receive from them the share promised him.

“Colleagues” demanded not to address to them any more in a rough form and appropriated all money.

The situation round the 2nd congress received an unambiguous assessment from the management of the International Public Movement “Ocean” – it is a not only provocative swindle, but also, probably, specially organized operation against significant action and social movement which is directed on strengthening of the Eurasian integration processes in Ukraine.

The professionalism, speed and organization of carrying out of this provocation tell about it. Certainly, such “public” figures as Ivanchenko, Apalkov and other similar, aren't present and can have no experience in the organization and management of such actions.

From here the obvious conclusion follows that behind “chairmen of cochairmen” and their actions there were considerably more qualified people who carried out the corresponding political order.

Experts consider that Ivanchenko, obviously, became the tool in hands of the Ukrainian nationalist forces and his actions are treachery of interests of the Eurasian integration and the Russian-Ukrainian cooperation.

The answer from the International Public Movement “OCEAN” was fast and quite explainable. Participants of the international movement and it is the leading scientists, politicians, cultural figures and arts from CIS countries and Europe, addressed to Vadim Mingalev with a request for carrying out the official 2nd congress of the International Public Movement “OCEAN” which would restore justice and declared real level and the purposes of this international movement as the general public could be entered into some delusion and bewilderment after a sabbath arranged by Ivanchenko.

In this regard on July 28, 2013 in the Istrinsk region of the Moscow region the official 2nd congress of the International Public Movement “Ocean” took place. During this congress the decision to exclude Ivanchenko A.A. was made from structure of the International Public Movement “OCEAN” for discredit of ideas of the Eurasian integration.

But not the discussion of this small provocation, but the work on creation of new global, integration projects became the basic in activity of the 2nd congress of the International Public Movement “OCEAN”.

The decision on the organization of three large-scale programs was made. This creation of the Union of veterans of CIS countries which has to become the beginning, the base for formation of veteran movement of all Eurasian continent. In this union both veterans of World War II, and participants of the local conflicts will participate. Veteran movement has to be directed first of all on strengthening of the peace relations.

As the decision on development of social and cultural ties of the international Cossacks, especially the Cossacks of Russia, Belarus, Ukraine and Kazakhstan was made. In this regard the vice-chairman of the International Public Movement “Ocean” participating in a press conference concerning the Cossacks, the president of the International academy of the Cossacks Mikhail Ivanovich Yamnenko noted that on March 5, 2012 the Cossacks of the CIS and Europe signed the Declaration of the United Cossack people that creates special conditions for association in the economic and social sphere. The international youth program becomes the third project.

Making decision on creation of Expert club “Eurasian Initiative” into which the experts practically of all CIS countries will enter became the most important event of the 2nd congress of the International Public Movement “Ocean”, according to Vadim Mingalev.

The most important problem of the International Public Movement “Ocean” becomes association of expert community and civil society as within this movement the experts will develop projects and concepts directly for the most significant problems of society, proceeding from the accepted Eurasian integration concept.

The chairman of the International Public Movement “Ocean” expressed special gratitude to Vladimir Shevchenko, the director of Institute of the international integration who developed the fundamental concept about integration processes on the Eurasian continent “from ocean to ocean” and roles of Ukraine in this process, based on activity of the International Public Movement “Ocean”.

Vladimir Shevchenko becomes one of coordinators and heads of Expert community “Eurasian initiative”.

Igor Massalov told about a role of Ukraine in the international integration movement in detail. In particular, he noted that for eyelids Ukraine was considered by neighboring countries, as a prize in aspiration to imperial expansion. And all history of the country shows tragic element of similar situation. Now the philosophy of opposition, collision of views of the direction of integration divided citizens of the country into two equal and irreconcilable camps that destroys unity of the people.

Within new philosophy of development Ukraine - not a pawn in others game, not a confrontation field where someone's external interests face, but the cooperation and development “bridge” between the countries of the Eurasian space.

Forming the space of safety and cooperation on the Eurasian continent, Ukraine will appear in its geographical center with all that it implies from advantages in all spheres of life.

Developing this subject, the chairman of International Public Movement “OCEAN” Vadim Mingalev added that restoration of integration process will promote restoration of the industry and scientific and technical capacity of Ukraine.

Before disintegration of the USSR, Ukraine took the fifth place on economic development in Europe. Plants of Kharkov, Dnepropetrovsk and other cities made one of the main centers of industrial power of the Soviet Union.

Therefore, certainly, Ukraine needs to reestablish the lost integration communication, to strengthen the industry and scientific and technical potential and after that to create joint projects with Europe.

East vector of integration is the main because it will allow then to solve the combined efforts the European cycle of questions, and Europe is interested in it. From Europe Angela Merkel, and not so long ago David Cameron spoke about desirability of cooperation in such format in Kazakhstan also.

In summary Vadim Mingalev expressed confidence that the purposes and tasks which the International Public Movement “OCEAN” puts, will be surely reached and this international movement becomes a key to creation of the new civilization based on the general for all people of Eurasia moral, intellectual and spiritual heritage, and as the organizer of material and social prosperity of society on huge space from the Pacific to the Atlantic Ocean.

Right after a press conference the meeting of Coordination council of the International Public Movement “OCEAN” was held on which the decision of the following, 3rd congress of the international movement to carry out in Kiev on September 15, 2013 was made.
