Andrey Safonov: “The independence of Pridnestrovian Moldavian Republic will be reached by daily draft work!”

The development of integration mechanisms with Russia is discussed now in Transnistria. There was a speech about it at the public hearings which have been carried out by the Sanhedrim under the direction of the former chairman of parliament of PMR Grigory Marakutsa. The declaration on intention to develop the mechanisms of integration with Russia was adopted.

The opinion on this subject was expressed by the president of Association of independent political scientists of Transnistria Andrey Safonov at our request:

- As the leaders of Moldova, contrary to will of the majority of its people, purposefully and systematically take away the country towards the West and Romania, PMR positions become stronger in Moscow. There is a question: is the recognition of independence of Transnistria possible by Russia and how already existing Russian-Dniestr union will actually become stronger?

In this regard it is much spoken about harmonization of legislative bases of Russia and Transnistria. The objective process is at the heart of it. As PMR heads for the Customs Union, supports the participation in future Eurasian Union, it is logical that both laws in Moscow and Tiraspol were similar. It concerns the education, economy, etc.

However, in my opinion, it has to be not copying and thoughtless imitation, but carefully prudent steps in each case. The matter is that huge federal Russia and small unitary PMR fine differ. It doesn't make sense to stamp the Russian laws for the use them in Transnistria. They simply won't work in other conditions. Similarity has to be in the main thing, in a basis. And the features can differ.

Today in PMR, unfortunately, the thesis about harmonization of laws of Russia and PMR is used in political struggle. For example, the representatives of the President of PMR, introducing this or that bill in the Supreme Council, quite often don't try to prove it and simply repeat: its acceptance will mean harmonization with Russia. In practice everything is reduced to strengthening of positions of executive power. And the situation in scope of this or that law from such approach only worsens as nobody cancelled the local features.

As for the statements as if harmonization of legislative bases of Russia and Transnistria will accelerate recognition of independence of PMR by Russia then it is necessary to introduce amendments. Independence of Transnistria can be recognized only as a result of draft daily work of Dniestr politicians, diplomats, the public, and also as a result of successful addition of foreign policy factors. If it isn't, no harmonization will help.

It is thought, the real rapprochement with Russia these months possibly through receiving of quotas in the Russian market by the Dniestr enterprises, through strengthening of military presence of the Russian Federation in Transnistria in any way, through increase the Russian side of number of the budgetary places for Dniestr students. It would be correct to open the Bureau of the special representative of the President of Russia across Transnistria in Tiraspol that partially would compensate the absence of the Russian consulate in PMR.

In anticipation of the summit “East partnership” in Vilnius where, probably, agreements between the Republic of Moldova and EU about a trade and association zone will be paraphed, it would be correct to think over the commodity turnover mechanism between Russia and PMR which wouldn't depend on attempts of the European structures and Kishinev to block the inhabitants of Transnistria from all directions.

Now there is a task: PMR has to be ready to work with Russia directly in all areas. It will actually mean the cooperation of two independent countries. If the official recognition of Dniestr independence by Russia would be added sooner or later, such step of Moscow only will facilitate practical opportunities of integration with the Russian ally to Transnistria.
