Video from prisons and pressure of the West are the reasons of “democratic” transfer of power by Saakashvili's regime.

The secretary general of party “Democratic movement – United Georgia” Vakhtang Kolbaya tells about a situation in Georgia after elections in interview to the Internet portal “The world and we”.

- Having considering that Saakashvili for all years of the board constantly undertook the extremely radical actions on achievement of the purposes why did he easily give the power after the victory of “Georgian Dream” on elections?

The matter is that till September 29, Saakashvili felt quite quietly before the emergence of tortures shots in prisons. Thus the majority of sociological polls in the country said that the National movement has bigger overweight on upcoming elections. Actually the mood to them in masses was extremely negative. But such results of sociological polls were arranged under the tasks of falsification of elections – to make impression about plausibility of results. Saakashvili and his team extremely scrupulously prepared for it in all respects.

Naturally, they managed to organize pretty solid lobby support abroad to what the speeches of deputies from parliaments of several western countries, ministers of the countries of Europe testify. Even the former Minister of Foreign Affairs of France Kouchner published the article in which practically encouraged Saakashvili's power to any falsifications. By the way, recently there was a publication in which to be said that he wrote this article under the influence of Glyuksman, the known French philosopher, the son of whom works in Saakashvili's bodies and is married to the former Minister of Internal Affairs of Georgia.

Thus, Saakashvili and Co thought that they will provide a victory on elections to themselves with guarantee. Being sure that have no real support of the majority of voters, they, nevertheless, stayed in confidence that by means of provocations legitimacy them will achieve the written figures. It is necessary to note that more moderate, objective western observers from the European structures warned Saakashvili about inadmissibility of falsification of elections, demanded to prove that he builds the democratic society and that elections should become examinations of democratic firmness.

But so it turned out that the video shots from the Georgian prisons, in fact, broke ridge of this regime. Once again I want to emphasize that the real majority supported the opposition before. But when people saw that is done in the prisons, so many of those who publicly or privately supported Saakashvili, decided that it is not necessary to support such power.

There is information that these shots got into the number of the human rights western organizations not only of Europe, but also the USA. Their examination was made there. Then Saakashvili got such information – all that we saw on these shots represents the reality, therefore don't take in head to be engaged in additions on elections and be content with those votes which really receive. Naturally, he was warned that if he will go on other way, he would be waited by the destiny of other known dictators. Saakashvili should listen to such “offer” and in order that most to survive in such situation he was compelled to give the power quite “easily”. Firstly, to save the face and secondly, to leave hoping to return.

He made it forcedly though many try to present today it as democracy at the highest level. But Saakashvili is the same “democrat”, as well as Pol Pot. He made a reasonable course for himself and intends to recede on a step back then to make two steps forward. If someone who showed endurance miracles, didn't give in on calls of the authorities of that times and made almost impossible not to give in on barefaced provocations, so it was Ivanishvili.

- Are Saakashvili and his colleagues capable of creation of provocative situations for situation destabilization in the country and discredit of new ruling coalition?

Hardly it is possible to trust their promise about “velvet” transfer of power to the won party. In a real situation there are sabotage signs. In recent days “unclear revolts” passed in prisons where people, allegedly, sewed up the mouth to themselves and tried to make a suicide, strikes of drivers of buses, refugees etc. The mayor of Tbilisi increased the salaries to a number of employees of budgetary organization by the order, without having on that neither powers, nor the corresponding financial resources, leaving the decision old problems, having added to them artificially created new problems. Thus, there are attempts of provocations and the new authorities should show determination, adherence to principles to act only within the law.

Though Saakashvili also promised, visibly under the pressure of the West that won't prevent the new government to approve the budget and cabinet structure, thus still in power there is a Chairman of the Supreme court, the chairman of the Central Bank and Audit (Control Audit Chamber) because ten years' “official immunity” extends on them and under the law it is impossible to touch them, allegedly. A prerogative of the President is the appointment of governors and also the chief of the incorporated staffs of the Ministry of Defence of Georgia. So the regional management, local governments, as well as the military management (the Minister of Defence is a political figure according to the Constitution of Georgia) remain on places.

The matter is that if the Audit management will exchange, huge financial violations, plunders in all budgetary organizations, national banks then will be revealed, all transfers and pouring which were done by Saakashvili are defined. Therefore they perceive even a democratic concession from the new power as a weak point and try to untwist PR campaign on it in own favour.
For example, the audit with check of the facts of failure to pay of taxes in the last two years and it is about 2-3 million dollars came on the first canal of the Georgian Public television which was actually the instrument of fight against dissidents. The management of the channel created the system: the television quietly accumulated the debts to the budget and the authorities also quietly wrote them off. But this year they didn't manage to turn this operation - didn't expect such result of elections. And right there started to untwist a PR campaign supposedly this is the pressure upon Public television.

Or, for example, after the former Minister of penal system, the Ministry of Defence and Internal Affairs Akhalay recently was arrested, they lifted an indignation wave – how it was possible to call the person as the witness on interrogation and then not to let him out. And that the heads of power (and not only) structures from National movement the last eight years deal shortly with the dissenters, pressed in a literal sense, made physical violence over people that it was possible to see in those videos has no value for them.

I should tell that the public has normal reaction to it. There was only one person on an appeal of supporters “nationalists” to hold the meetings in support of Akhalay and there was nobody in “protection of the rights of public television” in general. So this party and public television became antinational, discredit itself in the opinion of the population.

I think that the testimony will be gradually gathered and they will open the real face of similar “democrats”.

Conflict situations are quite possible as any novelty causes the rejection from opposition at which the aspiration to revanchism is great and which will use the oppositional status as much as possible that such conflicts would arose. At the same time, I should note that the new authorities on the way of formation don't carry out any mass dismissals of officials, especially of the second or third echelons. The deputy heads who proved to be as professionals remained on prior positions in many ministries. Unlike “nationalists” who arranged absolute dismissal almost in all spheres after coming to power, the new power tries to keep those personnel which can benefit and carry out the tasks put before them.

- What prime actions does the new ruling coalition intend to undertake? Will “achievements” of Saakashvili regime be abolished in judicial and other spheres? In the system of elite corruption created by him?


I do not think that results of all innovations (it is difficult to call them as reforms), accepted by Saakashvili's regime will be abolished. For example, some good practices should remain in police, but the system de-politicization should be made – the party accessory of police to a ruling regime should be abolished. Law enforcement agencies should serve not to any party, but the people and interests of society.

As to other ‘achievements” of Saakashvili, I think, that will be suspended or reconsidered expensive and unnecessary construction projects which will cost the huge sums of money to taxpayers, but there is no output from them. For example, there is such situation in Batumi, Anaklia (the Zugdidi area, Samegrelo's region). The objects were under construction for the sake of cheap public relations before the Abkhazians in order to “show” that Saakashvili can be kind concerning “autonomy”, without taking the steps aside really the current situation according to the solution of the conflict.

Officials from Saakashvili's environment felt themselves as “barons”. They had smart cars, yachts, mansions, they felt absolutely unpunished in any spheres. Naturally, it harmful affected their mentality and now they get used to that can lose all this with great difficulty. “Manna from heaven” felt on their head and they didn't know how to distribute it, except how to spend for themselves. The new power aspires to enter all this into a certain normal course. For example, absolutely inadequate expenses are cut down which the residence of the president had. He constructed the “office”, which had no even the president of any rich country, not to mention the presidents of other countries, with huge costs of security, the electric power, service. Certainly, all this should be limited because all these expenses undertake from a pocket of the taxpayer. Also the numerous opaque funds and projects of the president, the government and the mayor of Tbilisi will be probably limited, the means from which were spent on financing of activists during the elections.

Such facts which bring people into shock become known. For example, about the sums of monthly bonus in parliament during Saakashvili's regime. And it in the country where the majority of people earned 80-90 dollars a month and people perceived it so as if the authorities paid a salary to them from own pocket.

Certainly, such “achievements” will be abolished and the main efforts of the new power will be directed on creation of real support of the population in education, health care, providing a standard of living. Naturally, the time is necessary for this purpose. Therefore our party “Democratic Movement – United Georgia” made the statement for the moratorium on power criticism within three months. We urged the population not to be under a delusion during this time with excessively any unrealizable things and urged other political parties to support us. The new power should create the team, the vision, the new status and it can't be made in 2-3 days. Ivanishvili's government is at a formation stage and it is necessary for him to gather forces and possibilities for more and more considered and adequate decisions.

The new power should give special attention to the fight against the elite corruption, the system of which was created during Saakashvili's board. To make everything for disclosure of activity of the numerous closed funds, about an expenditure of means of them. Recently the office of the Minister of Justice was shown which he organized directly in the ministry. It is a huge penthouse on the whole floor, with the bedrooms, hotel, a dining room of restaurant type, a restroom etc. Generally, he lived as the sheikh on “workplace”, but besides he had also a mansion in city boundaries. And many high-ranking officials had such “vacation spots”.

- How the actions are assumed prime in foreign policy? How the coalition belongs to the solution of problems with Abkhazia and South Ossetia?

In foreign policy the principle of integration into the European structures remains. But at the same time, as the Minister of Foreign Affairs Panjikidze recently declared, it occurs against adjustment of the good-neighbourhood, normal relations with Russia. And it should occur so that our next neighbour, the huge country Russia, had no doubts in the benevolent relation to it from Georgia.

Thus the question sharpness concerning the problems with Abkhazia and South Ossetia, of course, remains and the new authorities don't hide it. But at the same time they try to build new real, notable bridges of trust with these regions. Such statements are done also by the new minister of integration questions and prime -minister Bidzina Ivanishvili. Both Sukhumi, and Tskhinvali belong watchfully to these statements therefore the situation remains difficult while. I think that it will be not simple to any power of Georgia to recognize, to put it mildly, the independence of Abkhazia and South Ossetia, but it is necessary to direct the bridges of trust and the concrete and real steps are necessary for this purpose.

The statement of the minister of integration Zakareishvili sounded that the question of restoration of railway communication through Sukhumi will be discussed. This question was discussed at the time of Shevardnadze. It is necessary to tell that at that time the opening of such railway was more real, than now. But the authorities of Georgia of that time didn't have enough political will and society wasn't ready to it.

I should note that the solution of the conflict in Abkhazia and South Ossetia, especially in Abkhazia is beyond the relations only of Sukhumi and Tbilisi or Tbilisi and Moscow. Our region is the difficult region. A number of the players participating in a resolution of conflict, have the claims for a role of the regional leader, many neighbours see the interest in the decision or in not fast outcome of this conflict. Therefore in this situation it should be made the decision which first of all will satisfy both Tbilisi and Sukhumi, but will consider at the same time the interests of all other actors having participation in this conflict.

- Does the initiative about the early termination of powers of Saakashvili on January 5, 2013 continue to develop?

Saakashvili with arrival to the power after the Rose Revolution, by serious changes in the beginning of 2004, created almost new Constitution. And the majority in parliament and the so-called minority made their best to give pleasure to Saakashvili. One of such changes was that the term of his power was prolonged for some months. In November, 2007, under the pressure of protest performances he was compelled to resign and declare the early presidential election in which he took part and “won” them in January, 2008. He filled this compelled time gap with interest, having prolonged the presidency term for some months by the next changes of the Constitution. Now, thanks to new changes, the presidential election should pass in October, 2013. Thus, he prolonged the term of his presidency for nine months.

But there are also other changes in this Constitution which considerably enriched Saakashvili's possibilities. And today he can bear serious threat of stability of a situation, create crisis if will want. For example, he can dismiss the present parliament, as has such right. He can’t approve the budget and to appoint own people to significant positions. Now he “unexpectedly” initiated that the governors should be elected. When he was in opposition, persistently offered it, but as soon as he came to the power, “forgot” about it for some reason. And now, when he appeared in opposition again, started to put forward these “innovations”.

Really, Saakashvili and his colleagues can create provocations and conflicts. Today there is an obvious public order in society – it is necessary to punish those people who brought so many troubles to the state and society. Naturally, the people extremely emotionally belong to this question and the new authorities use the best efforts to settle a situation strictly in a legal framework. Therefore, if the opposition in the person of National movement will escalate a situation, it will cause even more negative reaction in society in the relation to them and the more obstacles they will create to the new authorities, the more complicate the situation.

When Saakashvili “passed to opposition”, the appeals began to be sounded that it will be better for him to resign. In my opinion, if Saakashvili really wanted to make “velvet” transfer of power, he should take such step. Now the new power can quite limit his budget though the means for implementation of powers of the president in his new project are provided, but not in such reckless volume, as was before.

In any case, to stop Saakashvili's powers in a lawful way, it is necessary to change the corresponding point of the Constitution. For this purpose the new power should have the constitutional majority in parliament – 101 of 150 deputies, but it isn't present while.
But I do not think that Saakashvili's early resignation is end in itself though it would be quite good for situation improvement in the country. It really would stop every possible insinuations, society would begin the normal development. The situation, of course, would be more predictable and stable.

Also there would be no these hearings which are extended by Saakashvili's supporters that, allegedly, he will return to the power in half a year. Certainly, the return of National movement to the power is extremely improbable. But their stay in the power depends on that the dialogue between the oppositional National movement of Saakashvili and Ivanishvili will be constructive.
