To the chancellor of Germany: in Latvia there is great threat of emergence of the ethnic conflict!

On August 18 Latvia was visited with short-term by the German chancellor Angela Merkel who held negotiations with the prime minister of Latvia Laimdota Straujuma. In particular, the chancellor again reminded that NATO will fulfill the obligations according to item 5 of the Contract. However in Latvia not all agree with the policy of its government directed on expansion of military presence of the block in this country. The Parliament of the unrepresented addressed to Angela Merkel with the following letter:
To the chancellor of Germany Angela Merkel
Dear madam chancellor!
On August 18 you plan to arrive to Riga for discussion with the Latvian management of questions of settlement of the military conflict in the Southeast of Ukraine. The developed conflict in Ukraine has obvious ethnic character — it is caused by desire of the Kiev authorities by a violent way to carry out the Ukrainization of the Russian population. For this reason, from one hand, Russia and the Russian community worldwide began to be involved in the events in the Southeast of Ukraine, and, on the other hand, all anti-Russian forces. The Latvian authorities were actively involved in the Ukrainian conflict on the party of the anti-Russian forces.
We ask to pay your attention during negotiating with the Latvian management to that circumstance that while frozen, internal the Latvian-Russian ethnic conflict exists in Latvia.
In 1991, the elite which came to the power in Latvia deprived of the rights of nationality the majority of not title population who identifies mainly the Russian. Still nearly a half of Russians has the status of the alien and is struck in a number of the social and economic rights. Some time proceeding process of naturalization of aliens stopped long ago and the majority of them accepts now the Russian nationality.
In the country rigid restrictions are entered on use of the Russian language which is native for the two fifth of population. Violation of these linguistic restrictions is punished by the authority big fines and also involves the work loss for the person who has got under repressions.
In February, 2012 the referendum passed in the country on which 25% of participants voted for granting of the status of the second state to the Russian language. The aliens and they are 15% of the population in the country, had no right to participate in a referendum, but everywhere supported the increase of the status of the native language. The ruling elite completely ignored the signal which has arrived on a referendum from the Russian community.
In Latvia the opportunity to get the highest educations in the native language is liquidated for Russians, attempts to liquidate school and preschool education in the Russian for the state account are constantly made. Thus the authorities don’t take that circumstance into account that Russians are serviceable taxpayers.
The U. N., the Council of Europe, the European commission, OSCE repeatedly made to the government of Latvia recommendations to solve a problem of mass statelessness and to stop discrimination of the Russian population. However the recommendations of these authoritative international organizations are completely ignored by country authorities.
In 2013 the Russian community held the first general, equal election and created an own representative body — Parliament of unrepresented. This representative body tries to organize the dialogue with the country authorities, however all our attempts come to nothing.
Since the beginning of 2014 the Latvian authorities went on the way of strengthening of pressure upon the Russian population. The preamble to the constitution is accepted in which is defined that Latvia is the state of Latvians. There is a preparation of the Latvian armed forces for actions against the civilian population. In the country there are the American military divisions which, obviously, are planned to use for suppression of discontent of the Russian population on the Ukrainian sample. Now the constant status is wanted to be given to these American divisions, that is to create the American military bases in Latvia.
In this regard we want to bring our opinion to your attention. We consider that active retraction of the government of Latvia in the Ukrainian events on the party of Kiev will lead to development of the Russian-Latvian ethnic conflict with its further internationalization. It contradicts radical interests, both Russian, and the Latvian community of the country. It contradicts the interests of all people of Europe.
