Democracy in South Ossetia isn't necessary to Georgia!

The presidential elections took place in the Republic of South Ossetia, more precisely, the first round as any of candidates hasn't received more than half of voices on the higher state post. Shortly the second round will pass in which the inhabitants of South Ossetia should choose already from two candidates who have got the maximum number of votes. But many of them are interested not in that who becomes Edward Kokoyta's successor, but how the people concern the elections in South Ossetia in the country and abroad.

Everything is clear with the voters: 67, 5 % of voters have voted according to official data – this figure would impress any country. There was no lack of candidates on a post of the president: there were 11 applicants. And the particular interest to elections has been connected by that it is the first presidential elections in the country since that moment as it has started to obtain the international recognition: the independence of South Ossetia is recognized at present by five states - the members of the United Nations.

Everything could be predicted in advance concerning the West position, probably, with accuracy even to a word: almost the same expressions that were applied to the description of the relation to recently last presidential election in Abkhazia …

Traditionally the secretary general of NATO Anders Fogh Rasmussen has appeared one of the first. He declared that “carrying out of similar elections doesn't promote the peace and long settlement of a situation in Georgia. The alliance declares again about the complete support of the sovereignty and territorial integrity of Georgia within the internationally recognized borders”.

Using the terminology of the well-known story of Vasily Shukshin, it is possible to say that high-ranking member of NATO was “cut” by the constant representative of Russia at NATO Dmitry Rogozin. He has underlined that Russia is not interested in estimations of NATO concerning the elections in South Ossetia: “NATO is incompetent to make such statements. It isn't the humanitarian organization and has no observers in region or on elections”.

But it was necessary to let to be noticed to everyone! And they were in time within twenty-four hours … the Press Secretary of the main diplomat of European Union Catherine Ashton has informed that the “constitutional and legal frameworks in which this election was held” are unacceptable. And then have still underlined in the press release that “the European Union declares again about the support of territorial integrity and the sovereignty of Georgia recognized by international law”.
The representative of state department of the USA Mark Toner hasn't failed to inform: “the USA doesn't recognize the legitimacy and results of so-called presidential election and the referendum which have passed on November, 13 in the Georgian region South Ossetia. We still support the sovereignty and territorial integrity of Georgia in frameworks of internationally recognized borders”.

The reaction inside Georgia was quite clear too. The Ministry for Foreign Affairs of Georgia has made the statement at once that “the occupational forces of Russia and the puppet regime created by it have carried out one more cynical act of a pseudo-democratic politics, namely so-called “presidential election”.

As usual, Russia is guilty: “the Ministry of Foreign Affairs of Georgia addresses to all members of the international commonwealth so that the adequate estimation has been given the next farce decided in one of occupied regions of Georgia, namely Tskhinval district and continued the pressure upon Russia that it has stopped the provocative politics against Georgia and has carried out of the obligations imposed on it by the ceasefire agreement of August 12, 2008” …

The deputy Minister of Foreign Affairs of Georgia Nino Kalandadze who usually gives the comments on behalf of the department, has characterized the elections in South Ossetia as “pseudo-democratic games” which “have no essential value for Georgia and for the international commonwealth”. The chairman of parliament David Bakradze has decided to begin to see clearly the essence of processes and was expressed as follows: “the processes which develop in Tskhninvali in the form of elections can't be legitimate … I consider that everything that occurs in Tskhinvali is illegal and really there is the struggle for power distribution between the clans”.


The vice-premier of the government of Georgia Georgi Baramidze has signed the financial agreement with the European Union on purely casual coincidence about allocation of 19 million euro to Georgia which “are intended for regional development of the country” in order to show to independent Abkhazia and South Ossetia as much they lose, refusing to live in structure of democratic Georgia …

And what did those people speak, who directly was in South Ossetia and observed of how the elections passed? There were the representatives of Observer Mission from public organizations of Russia, Ukraine, Armenia, Abkhazia, Nagorno-Karabakh, Transdniestria. They have officially declared that the elections have passed in the country according to the legislation of South Ossetia.

It is told in the text of the statement prepared by Mission:

“Conclusions and Mission estimations are based on results of the analysis of an actual material and the data collected in the course of monitoring of voting on presidential elections and on the referendum.

The Observer Mission recognizes the passed election campaign on presidential elections of the Republic of South Ossetia and the referendum of the Republic of South Ossetia as free and opened. The election committees of all levels and public authorities have provided the realization of free will of citizens”.

Besides, the observers from France and Israel also have estimated a voting course as harmonious process.

And the known Georgian political scientist Paata Zakareishvili who has received the popularity as the head of “Institute on research of nationalism and conflicts” has absolutely upset the independent and other experts of the free world. He has stated the point of view which can't suit Saakashvili and his command in any way. Here are the words of Paata Zakareishvili:

“Actually now it is possible to say that the civil society is created in South Ossetia: there are several influential forces at once which can fully compete. It is good and useful for the development of democracy. Unfortunately, Georgia is incapable to use this situation while. The authorities of Georgia ignore the development of democracy not only in South Ossetia, but also in Abkhazia where the democratic processes have gone much further. It is not possible to renew dialogue between central power and disputed regions at such relation”.
