Kyrgyzstan: all have to be equal!

In Kyrgyzstan the government made the decision “On modification of the resolution of July 18, 1994 No. 521 “About the statement of rates of the state tax”. It was signed by the prime-minister Zhantoro Satybaldiyev. It would seem what is interesting here – it is the ordinary bureaucracy …

But actually there was an event, really, important. The matter is that this document liquidated discrimination on a national sign concerning citizens of the non Kyrgyz nationality. Though the matter is about rather specific area.

At our request the situation was cleared by the head of the Russian Unifying Union of Compatriots in Kyrgyzstan Alexander Ivanov:

- This story continues for a lot of years. Noise was made repeatedly about it and not only by our organization. But I had to sound once again everything at meeting of Public advisory council at the president of the republic. And the head of Administration of the President of the republic and the president Almaz Atambayev were very surprised with that fact that such discrimination resolution still works.

It was accepted even at the time of Askar Akayev's presidency. But, it is necessary to tell that the purpose was absolutely other: the efforts were undertaken that ethnic Kyrgyz from China could obtain nationality of our republic simply. It was a question about reductive order of obtaining nationality of the Kyrgyz Republic ethnic Kyrgyz people − kayrylmans. This rule of law concerned including an exit of ethnic Kyrgyz people from nationality. In this regard the complex of measures was accepted, but it turned out so that law-enforcement practice began to understand all Kyrgyz as ethnic Kyrgyz. Also it turned out so that citizens of Kyrgyzstan who lived here all life and decided to change nationality, leave this nationality for only 100 soms. It is about 70 roubles … And for other citizens of the country for some reason the sum is absolutely other!

For nearly two decades the representatives of all other nationalities of the republic paid a 20-fold rate of a settlement indicator (2000 soms)! That is, the citizen of Kyrgyzstan of the Kyrgyz nationality refusing nationality of the historical homeland paid 20 times less, than the citizen of the republic of the non Kyrgyz nationality. Without speaking that the laws on equality of the civil rights are broken, from the moral point of view all this looked very ugly.

We wrote letters, appeals to the government, various state structures, brought up a question through various mass media. Emphasized discrimination character of this document, especially noting that the principle of equality of the nations and all rights that only possible is broken roughly!

I will note that the correct understanding of this question and then the permission of an illegal situation occurred thanks to efforts of the present prime minister of Kyrgyzstan Zh.Satybaldiyev. Now all citizens of Kyrgyzstan regardless of a nationality will pay a uniform rate of the state duty of 2000 soms at an exit from nationality. The Russian Unifying Union of Compatriots sent the letter with gratitude addressed to the head of the government of Kyrgyzstan who has cancelled the anti-constitutional discrimination norm.
