The policy doesn't influence the union of Armenia and Russia!
At the beginning of May the parliamentary elections passed in Armenia which came to the end with a victory of the ruling party – the Republican Party of Armenia. The head of the National and cultural autonomy of the Armenians of the Novosibirsk region Frunzik Khachatryan, who just was those days in Yerevan, told to our portal about why the elections brought such result and how they passed:
- Frunzik Kyaramovich, what was the atmosphere on the elections? How the society took the results? I ask about it because everything boiled up on the presidential election in 2008 …
- This time nothing similar to those events in Yerevan was observed. As far as I understand, nobody stated big claims to the organization of elections. The issue was about small violations which, generally, always happen on elections of such scale.
The results of the voting on party lists pleased someone and puzzled someone: the ruling party took 44 % of the votes. “Prospering Armenia” which at first was in a coalition with the leader and left it later, received 30 %. Other parties appeared quite far: “Heritage” party - 5, 8 %, the oppositional block “Armenian national congress” – about 8 %, “Dashnaktsutyun” and the party “Orinats erkir” gained less than 6 %.
But it is not all. Elections are carried out on the mixed system: 80 deputies are elected according to party lists and 51 more – in one-mandatory districts. So, the representatives of opposition to the present power in the republic couldn't win at all in one of the districts.
- Many hardly expected such result from the republicans who are headed, as we know, by the president of the country Serzh Sargsyan.
- It is possible to draw parallels between the Republican Party and “United Russia”: it is the party in power too with all following consequences... The party was organized as oppositional – it was created by known politician Ashot Navasardyan, then it was headed by Andranik Margaryan and the last some years the republicans are headed by the president Serzh Sargsyan. Many in the country believe that the president shouldn't be the member of any political party after election, but the constitution now permits it.
- The result of the party “Prospering Armenia” very impresses which is headed by one of the richest citizens of Armenia Gagik Tsarukyan. But it is not clear only: is it the opposition or not?
- I am familiar with mister Tsarukyan. This is the prospering businessman who has the interests in the most different spheres. For example, his enterprises produce the beer and cognac and he actively is engaged in food sector. But also he is engaged both in gasoline and casino, so, his interests are very various.
Gagik Tsarukyan went to business in the 90th years and it was very successful. Today all country knows him, calls him as the oligarch, but should tell that this is the decent person who is known for the charity. He made much for the Abovyan region. Besides, Gagik Tsarukyan is the friend of the former president of Armenia Robert Kocharyan and both of them don't hide this fact … And that the large businessman went to policy, so today is impossible without it in Armenia.
The party showed very good result. It could be even higher, but here already it is necessary to consider an administrative resource which the party in power owns. Otherwise, Tsarukyan's party would have more victories in districts.
- “Dashnaktsutyun” is the party with big history, but didn't get success. And not only it –the block led by the former president of Armenia Levon Ter- Petrosyan received a little.
- Small parties didn't achieve success, because the voter didn't develop the fair idea of them: it seems, they declare itself as irreconcilable opposition, but behave differently … The voter didn't begin to solve these rebuses. By the way, Serzh Sargsyan, who was the head of security service in former time, directly called their leaders as “clients”. He also told that on television …
As to the main oppositional block, it allowed many mistakes. The main question which all ask – why Levon Ter -Petrosyan returned to policy? Of course, it is necessary to ask him about it, but I believe that there is the logic in Ter- Petrosyan's position. He said that created the present system, full of the best expectations, but now he understood that turned out not that it was necessary. Ter- Petrosyan even used such definition for present system at the origins of which he stood: “gangster”. Also he called it as “Mongolian-Turkish” …
And he explained to the voters that he wants to correct everything. Promised that will expel all unworthy from the power – and then everything will be good. It did not turn out … Levon Ter- Petrosyan even refused the deputy mandate though doesn't intend to leave the policy yet.
“The Armenian national congress” planned to receive not seven deputy mandates, but much more, of course. After all the purpose was clear – to receive the majority in parliament and to begin the process of impeachment of the president of Armenia. And now one possibility will be - to tell only on a tribune …
- There is such point of view that Ter- Petrosyan's block is supported by the Americans interested in the change of the power in the republic.
- When the most former president was asked about it, he told that if the Americans or Frenchmen will present him the power on a tray, so he will put a flower there and send back … He emphasized that it is essentially important for him to be chosen by the people.
But his colleagues remind that the power already actually lay on the square in 2008 – it was necessary only to take it! Then there were meetings in the spring and the people from other meeting, which supported his opponent, came to Ter -Petrosyan. But then the ex-president began any consultations and Robert Kocharyan disposed to use the force, as was made. Disputes about it are still in a camp of opposition.
- By the way, what does Robert Kocharyan do for the living? There were the hearings that he intended to go to Russia.
- He lives in Yerevan. And the hearings about his moving are probably generated by that circumstance that Kocharyan is connected with big Russian business, has a post in one of serious business structures. Today it is said in the republic that Robert Kocharyan can return to policy again. However, there is an opinion that he didn't leave it. The sense is quite clear – to occupy a chair of the president again.
- Are there any candidates?
- Certainly, the elections are soon – in a year. Serzh Sargsyan wants to go on the second term and Levon Ter -Petrosyan intends to throw the challenge down to him again. Paruyr Hayrikyan and Aram Karapetyan speak about the presidential ambitions. Still someone will appear … My opinion is as follows: Armenia need such president who will be not in words, but in practice to represent the interests of the people. By the way, Ter- Petrosyan says that the presidential post is necessary for him only in order that he organized the honest elections and then he will leave the policy.
- Political life boils up in the republic. The new coalition is now discussing, the politicians are tried on to a presidential chair. Will it be reflected in the relations of Armenia and Russia?
- The internal political changes in this sense have no value. It doesn’t important who will come – the historical choice of Armenia is clear: to be together with Russia. It is the unique real policy for the republic. Here everything is important: both geopolitics and general history and civilization community. Those who are in power in Armenia perfectly understand it. So, the relations between Russia and Armenia will only develop. And the Armenians living in Russia bring their contribution to it as well.
