“Freedom to Scotland!” or the Moment of truth for the western democracies...

More than 20 years ago many in Great Britain and the USA actually swelled with pleasure watching how the USSR collapsed and the developed system of the international relations together with it. Now the boomerang comes back: not only the Scots, but also Wales, Welshmen, Basques and also the American Indian tribes in the USA stand in turn for separation.

And on October 11, the British Minister of Scotland Affairs David Mandell officially recognized the right of “semiautonomous” formation to solve a question of their independence of Britain independently. The Minister confirmed the date of the all-Scottish referendum about independence which appointed to 2014 year in Edinburgh. The referendum will be timed to the 700th anniversary of fight at Bannockburn in which the Scots temporarily restored the independence (on June 23-24). Earlier not only Whitehall, but also the government of Scotland were against a referendum this day, considering that patriotic character of a holiday can affect the will of locals.

Earlier the first Minister of Scotland Alex Salmond declared the referendum preparation of independence of its country of the United Kingdom. Scotland was a part of Britain since 1707. If the answer of population on a referendum will be positive, so the process of power partition will begin that becomes an example to the Spanish Basques and other “autonomies” in EU countries and also the USA – the Indian tribes Dakota, Lakota, Siu and others bring up a question of the independence more often there. The states Texas and California periodically bring up a question of the independence too.

Salmond stated in parliament the plan of transformation of Scotland into the sovereign state.

Two defining matrimonial cause parameters were called: term of referendum carrying out and the question formulation which the Scots would answer. The autumn of 2014 is defined as the term. The question will be so: “Do you agree that Scotland should be the independent country?”. Questions can be not one, but two. The second, if it will be approved during the begun consultations, do the Scots wish more imperious powers for the parliament, remaining as a part of the United Kingdom.

Trying to resist the fight of the people of Scotland for independence, London created the Scottish parliament12 years ago which acquired the right to solve some internal problems. The defence and foreign policy remained in competence of the British government. However the devolution mechanism (power transfer from the centre to regions) didn't stop on it. And according to Salmond, “Scotland is similar to the captivated bird”. But “the bird took off and it can't be returned to a cage”.

Having aspiring to dispel the alarm of compatriots concerning the split consequences, the first minister promised that the queen Elizabeth II remains the head of state. But Scotland won't send an army to “illegal wars” similar to war in Iraq. Also won't allow to place the nuclear weapon on its land. And it already bears a strong resemblance to the similar events occurring on the eve of disorder of the USSR in the republics of Baltic, Georgia and Azerbaijan.

The coastal oil and gas crafts became one of the defining motives for requirements of independence of Scotland, control over which, in case of “separatists” victory, will pass to the Scots. Once Salmond began his political career with the statement that “capture of the income of oil production in the North Sea by London is the most considerable act of the international theft since capture by the Spaniards of Inca’ gold”. The greater part of oil and gas fields which are developed now by the forces of the United Kingdom are at coast of Scotland.

Edinburgh expects to conduct the independent production on the crafts “won” from the mother country, or … to lease them to London or very high payment.

Loss of naval bases should become one more blow for London in case of Scotland separation, including the points of basing of strategic nuclear submarines. Historically, up to 90 % of the British Navy is based in a northern part of the British Isles – just in Scotland. In this case, London and Royal Naval Forces will face the same problems that Moscow and the Black Sea fleet of the Russian Federation in the Crimea: the British should pay for rent of the sea bases, suddenly become a property of the sovereign state.

In case the Scots vote for independence in 2014, the chain reaction of revision of borders not only in Europe, but also, probably, in the USA will begin. All come up alone in crisis...
