Kazakhstan after elections: the new political stage of the country development has come

The last parliamentary elections in Kazakhstan draw the increasing attention in the Russian political circles and press. Such attention is explained by the successes of “color” revolutions in a number of the CIS states and also by the attempts of “the third forces” to destabilize a situation in Kazakhstan during the pre-election period. Already it is possible to ascertain with well-founded confidence that the threat of similar succession of events in Kazakhstan is leveled.

Today the economic and social situation in republic was considerably stabilized, the nominal monetary incomes have increased for last seven years almost three times and real, taking into account the inflation, — more than twice. The majority of the inhabitants of Kazakhstan has quite managed to adapt for new living condition after the most painful social reforms of 90th – the beginning of 2000s.

The economic and social successes, reached for the years of republic independence, allow the citizens of this country to hope that the last parliamentary elections were really fair and their results objective.

It is not excluded that someone from the local authorities tried to spend “race behind percent”, given for party in power “Nur Otan” with the help of the administrative methods at local level. However, there was no sense in similar activity or in pressure of the supporters of opposition parties according to a deep belief of the majority of the population of the country. Neither 95 %, nor 99 % weren’t required to the party “Nur Otan” and its leader Nursultan Nazarbayev, who has won the victory on elections. Naturally, similar results would look unpersuasive at carrying out of democratic elections in the modern world.

Another is important – the growth of political culture and political consciousness of the citizens of Kazakhstan hasn't changed their point of view nevertheless in relation to development of political system of the country and its future.

So, three parties have passed in Majilis by data of exit-poll: the majority of the citizens have voted for stability and forward development, continuation of integration processes within the limits of Common Economic Space, having given 81,3 % of voices for People’s Democratic Party “Nur Otan”. The number of the supporters of democratic party “Ak zhol” has increased, representing the system liberal opposition 7,2 % and Communist People’s Party of Kazakhstan – 7,1 %. The ratings of the parties which have not passed in parliament are the following: Party of patriots, party “Auel” (“Village”) and party “Adilet” (“Justice”) to 1 % of voices accordingly.
Thus, the parties “Nur Otan”, “Adilet” and Communist People’s Party of Kazakhstan have passed to the parliament lower chamber Majilis according to the preliminary data. Thus the appearance of voters has made 75,1 % in republic as a whole.

As to the background of present parliamentary elections, so it is the following: the course to multi-party system has been declared by the president of Kazakhstan last year. Then he has promised that the parliament of the Republic of Kazakhstan will be multi-party since the following elections. As the main reason of necessity of change of the deputy corps was called as “political one-sided" of the lower chamber – only the representatives of pro-presidential party “Nur Otan” have got to Majilis after the previous elections. Then the representatives of “Nur Otan” have got 88, 4 % of votes. There were the National Social and Democratic Party and “Ak Zhol” which have got 4, 5 % and 3, 1 % accordingly behind the party in power and haven't broken a seven-percentage barrier.

The criticism which then sounded to Kazakhstan for such one-party parliament at all levels, up to OSCE, was so serious that has been decided to make the amendments to the legislation, providing the overcoming of mono-party orientation of the highest legislative body.

Naturally, the estimations of mono-party parliament in Kazakhstan are different: someone considers that the mono-party parliament for Kazakhstan was the unique possibility to overcome the historical backlog existing in the Post-Soviet countries which should join the pluralistic society. Others consider that Kazakhstan already has possibility to leave at least on a two-party basis …

More than 120 foreign journalists reported about the present elections of Majilis deputies of the parliament of Kazakhstan. Also it is known that more than thousand foreign observers from Parliamentary Assembly of OSCE, PASE, ODIHR/OSCE, the CIS, SSTG, TurkPA, SCO and OIS and also independent observers from the foreign states have observed the course of elections in Kazakhstan. The citizens of Kazakhstan who are abroad, could vote free in a place of residence. As a whole, the responses of the representatives about quality of the spent elections, their transparency and objectivity are positive.

The pre-election passions, heated arguments, fierce disputes and television debates, propaganda campaigns, mutual insults and reproaches of candidates, attempts to prejudice the legitimacy of elections, to declare them boycott - all these already behind. Many experts now ask other question – what will be a course of the country after elections?

The president Nazarbayev has told about it on the eve of elections: “… we will continue the chosen course on modernization of the country for the sake of the best life of our people. Firstly, we have planned to carry out the scale social modernization aimed at the further increase of well-being of citizens. All our actions will be concretized in several national programs … Secondly, the further industrial and innovative development of the country will be continued. We will continue the work on rendering of the powerful help to agrarian sector … Thirdly, Kazakhstan will continue the political modernization of the Kazakhstan society.

The reform of law enforcement bodies, especially judicial system will be realized further. The uncompromising fight against corruption will be continued. It is a new political stage of the country development. We will structurally work with all political parties. We will strengthen further the international and interfaith consent …”.
