Regional corruption as the main threat of safety of Russia

The realities of the modern Russia are that ex-Minister of Defence Anatoly Serdyukov became some kind of if not a banner, but a symbol of the state system. While the department of the head of Investigative committee Alexander Bastrykin tries to impose the ex-minister from all directions with red tags, he feels, it seems, absolutely not bad: goes abroad, doesn't give interview and doesn't testify against himself …
Meanwhile, the criminal cases on which Serdyukov passes while as the witness, belong to category which is called “economic”: something not so sold, something not there and not from that bought, something concealed from the former department, etc.
And it is very strange that the attention of investigators isn't drawn by that aspect of activity of the ex-minister which was directly connected with performance of the direct functions by him, that is ensuring defense capability of the Russian Federation.
And after all actually Anatoly Serdyukov instead of construction of Armed forces and the organization of management of them was engaged at the best in creation of special schemes which could provide the profit extraction from everything that only is possible.
Under the pretext of reduction of expenses, all military aircraft of Russia was tired out on some so-called aviation bases where began to be based one hundred planes on everyone at once. The remained airfields and military camps were simply thrown. Some decades, remembering a terrible lesson of the 1941st year, our country built and expanded an airfield network to minimize the consequences of the first blow of the probable opponent if that occurred. Especially it sounds now topically when cruise and ballistic rockets became the weapon of the first blow. The softest definition for such decision is wrecking. But after all now it is not the 37th year as president Vladimir Putin noted …
And after all, besides, Serdyukov expelled 200 thousand officers and 150 thousand ensigns from army, having sharply lowered thereby an army professional standard.
Namely he and the former chief of the General Staff actually misled both the people and the Supreme Commander, speaking about 100 percent readiness of crews within 1 hour (!) to be ready to work on mission while those were completed for 60-70 percent from regular number and couldn't be at war in any way.
Namely Serdyukov destroyed almost completely the systems of military education and military medicine.
Serdyukov together with Makarov destroyed a harmonous control system of types and kinds of Armed forces.
They entered the so-called outsourcing into armies …
Once beaten by Hitlerite the general von Mellenthin, having become the historian after war, wrote:
- The field-kitchen, almost shrine in the opinion of soldiers of other armies, for Russians is only the pleasant surprise and they for days on end and for weeks can do without it. The Russian soldier is quite satisfied with a millet or rice handful, adding to them that the nature gives. Such proximity to the nature explains the ability of the Russian to become as though part of the earth, literally to be dissolved in it. The soldier of the Russian army is not surpassed master and a self-dyking, and also field fortification...
Strength of the Russian soldier is explained by his extraordinary proximity to the nature. Simply there are no natural obstacles for him: in the impassable wood, bogs, in the roadless steppe everywhere he feels at home. He is transported through the wide rivers on the most elementary make-shifts, he can pave the ways everywhere. In some days the Russians build multi kilometer corduroy roads through impassable bogs …
And Serdyukov together with Makarov decided to correct “errors” of tens generations of the Russian soldiers … And the first doctrines showed: businessmen can't provide army in the field. And it won't do. But profit is above all.
For some reason one of Serdyukov's main merits call the increase of a monetary allowance of military men. But is the army the private office and the Minister of Defence pays a salary to employees from own income??? But probably exactly so he also felt himself.
Perhaps, the spirit of the money-making which has got into armies about what some years the Chief military prosecutor Sergey Fridinsky speaks became the heaviest result of former team of the Ministry of Defence activity: the number of the officers condemned for attempts of fraud, theft and corruption increased in times … And is it not undermining of moral spirit and combat readiness? Or such article isn't present in the Criminal code?
In some sense Anatoly Serdyukov became an embodiment of the modern Russian political elite and even in its certain sacral way, such “knight without fear and reproach (!?)”, who is ready to find ways of commercialization anywhere and at any cost.
Involuntarily there is a question: if the Minister of Defence creates such miracles what then to speak about other officials? After all Vasilyeva, Puzikov, Smetanova, Naginsky and other associates of the ex-minister appeared not from the sky, they came, firstly, because he called them, and, secondly, they came from regions.
It isn't important from what regions: Moscow, St. Petersburg, Novosibirsk or Tula have no value as it well knows the people on places, the purposes of local officials radically disperse from expectations and hopes of the population.
For example, now the Far East sinks in literal sense. And last year in the same place the APEC summit was carried out there which cost billion rubles. According to the order of prime minister Dmitry Medvedev 275 million rubles were spent only for festive fireworks!
Why the former envoy of the President in the Far East federal district Victor Ishayev didn't lay down on a way of carrying out of summit and didn't tell:
- Here all edge can sink … What APEC? What salutes? It is necessary to build dams and reservoirs, to regulate the Amur current and other rivers …
But he didn't make it and preferred to follow only the instructions from Moscow. Perhaps, it was a question of huge money?
They perfectly know in regions an order of an expenditure of the budgetary funds arriving from Moscow. Annually the regional and federal Audit Chambers habitually register “an inappropriate expenditure of budgetary funds”. And the people are sure: under this crafty formulation the banal receiving of “kickbacks” with the subsequent transfer of their considerable part in first-throned is covered and try to convince them of the return …
Certainly, in regions there are also other ways to fill up a purse of this or that official, depending on his position. One are fed on infinite repair of roads, and the truth, what fool will well repair the roads if every year it is possible to receive means from the budget on the same site. Then “own” firm wins the fictitious competition, further follows “kickback” to the necessary official, and all calm down till next spring. Everyone, except ordinary drivers who curse a similar order by different unprintable expressions.
Official level higher is an allocation under building, sale or land lease and buildings. It is, so to say, Serdyukov diagnosis, but in regions it is mastered for a long time.
And here the last fighting reports from places …
The Soviet district court of Tula which sentenced the former governor of Tula region Vyacheslav Dudka to 9,5 years of a colony. The court established that in November, 2010 the director of the department of the property and land relations of area of that time Victor Volkov, having agreed to the governor Dudka, received from the representative of JSC GRINN Corporation a bribe in 40 million rubles through the intermediary. In this sum the officials estimated granting the corporation of the land plot in Tula at rent for three years for hypermarket construction.
Novosibirsk governor Vasily Yurchenko was called on interrogation in Investigating Committee, the criminal case is brought upon JSC Taktika sale in 2010 of unfinished hotel complex and a site of 1 199 square meters on Tchaplygina Str., 54 for 22,7 million rubles belonging to JSC Gaz and transport complex of Novosibirsk oblast (100% owner is the regional department of the property and land relations). It is in the center of the third city of Russia and was originally estimated in … 40 432 000 rubles. However assumed auction was cancelled and the complex was sold at the cost underestimated almost twice as investigation considers. It is interesting who got the difference?
But it is the governors … And if to analyze the decisions of the courts and messages of the press services of Investigating Committee of the Russian Federation, the Prosecutor General's Office, it becomes obvious: in regions all take, beginning from nurses, nurses, chief physicians, directors of schools and rectors of higher education institutions, and finishing with the municipal and regional officials.
And it has a direct bearing most on safety of the state because the system of the public, regional and municipal administration in the person of officials instead of performance of the duties at worst in general is engaged only in money-making, and in the best – money-making, first of all, and performance of duties by the residual principle.
Therefore there are uncontrollable forest fires, floods in Krymsk and Amur, accident on hydroelectric power station and other tragic incidents which habitually write off for natural cataclysms, for casual coincidence of circumstances.
Therefore annually twice more people perish on roads than were lost during the Afghan war in 10 years. Or perhaps the reason is in criminal negligent attitude of builders of roads who don't meet requirements of standards? So they are protected by local officials too…
Once again: such situation in a control system has a direct bearing most on safety of Russia. Its specifics such is that on places as the guilty local authorities will always consider federal Moscow, instead of power. It is enough to remember the sad destiny of Slobadan Milosevic, Saddam Hussein, Muammar Gaddafi who were betrayed by their immediate environment for the sake of personal benefit. How the republican and regional elite of the USSR led when the Union collapsed?
And really someone now capable to hope that in case of military threat the considerable part of our officials, choosing between the condition and the country, will choose the country???
Russia needs new generation of managers for whom the service to Fatherland won't be expressed in a crunch of banknotes. I think that it is well understood in Investigating committee and the Prosecutor General's Office.
