Support of compatriots from Russia is limited with low level of the pro-Russian organizations in Ukraine

The political scientist, the president of the Centre of the system analysis and forecasting Rostislav Vladimirovich Ishchenko tells about a situation of support of the Russian compatriots in Ukraine.

- How do you estimate the level of compatriots support in Ukraine from Russia? Is the opinion right that it is the extremely insufficient?

From my point of view, the level of compatriots support from Russia corresponds to activity and opportunities of compatriots in Ukraine. The Russian organizations of Ukraine wait that Russia will organize them, will set the tasks for them and almost will bring to power. Such can't be. It is possible to support only that something represents from itself. I want to pay attention that the Ukrainian oligarchs undertook to finance only “Svoboda” from all Ukrainian radicals (Congress of Ukrainian Nationalists, Ukrainian People's Self-Defense, etc.) only after it showed the minimum ability to independent participation in active policy.

- What do you think of the law existing in Russia of the compatriots abroad. There were the opinions that it is discriminating in many respects. Is it true?

I think that the law isn't ideal, but not discriminating. Besides, the compatriots have opportunity rather easily to move to Russia, to obtain nationality and work. But all compatriots want to move to Moscow, as a last resort to St. Petersburg and terribly take offense that they are not called and aren't going to finance their ambition.

- How do you estimate the level of work of the organizations which are responsible for support of compatriots in Ukraine?

In the last two years the level considerably grew. That, unfortunately, won't tell about the level of compatriots. Actually, without having the broad Russian movement in Ukraine (compatriots wait when it will be created for them by Russia), the Russian structures are compelled to work pointwise (with the separate organizations and politicians) that, certainly, reduces the efficiency, but it is the reality.

- Is the existing policy of Russia of compatriots support abroad the consolidated position of the Russian power or there are other approaches in this direction, but while one of them is realized only?

It is a question to the Russian power. It seems to me that the Russian policy always happens rather consolidated regarding the strategy. At the same time, tactically it is realized by several departments independent from each other, each of which has the view of forms and work methods. On the one hand it allows to give a certain flexibility to system (some plans are realized at the same time and there is an opportunity to choose the best in the long term). On the other hand, it sprays the system resources.

- How the support of the Russian compatriots in Ukraine in your opinion has to be carried out, what priority actions have to be carried out?

It depends on the purposes of the Russian policy concerning Ukraine. I think that today these purposes aren't defined finally as the post-elective configuration of the Ukrainian power isn't clear, and also its final foreign policy choice is unclear. From my point of view, the best that Russia can do (at any option of succession of events) is to promote consolidation of the pro-Russian forces in Ukraine and to leave from over-organization which became a trade mark of the Coordinating Council of Organizations of the Russian Compatriots, which formally unites all compatriots and in practice only official compatriots.
