What does NATO advise to Russia? The information is at first hand …

The former first secretary of embassy of the Federal Republic of Germany in Russia and now the head of political department of permanent representation of the Federal Republic of Germany in NATO Jasper Wieck has addressed to the young Russian politicians with lecture on a theme “How to provide the safety jointly in Europe”. The diplomats always state the thoughts carefully, but it is quite probably to understand, what NATO waits from Russia from this performance:

- How to provide that all people of Europe live in the European space together, without any feeling of threat from each other? And how to be protected together from the general external threats? For example, form the international terrorism, ballistic missiles and means of mass destruction in hands of fanatics and gangsters in the incapacitated countries. It is a question of indivisibility of Europe safety. The purpose is to create the general space of the world, safety and stability in the Euro-Atlantic region.

The cold war has come to an end already 20 years ago, but some countries in Europe consider each other as the basic dangers. Namely so Russia looks at NATO, especially on expansion of NATO and military infrastructure. So the countries of the Baltic States and the country of Middle and the Eastern Europe look at Russia. Now there are two poles in Europe: there is a pole of Bruxelles and a pole of Moscow which considers itself as the center of gravity and isn't ready to give even the slightest part of the sovereignty. It means that there is no general space of safety, and we live in space where don't trust each other. A matter is how to overcome this mistrust and mutual sensation and can we pose the threat to each other?

There is the Organization for Security and Cooperation in Europe, but its weakness is that there is no Security Council. There is no supreme instance which could solve a question: who is the infringer? The trouble is that almost all decisions are accepted by a consensus of all 56 members of OSCE. And moreover, OSCE has no real tool and mechanisms of compulsory character to punish the offender. The same problems we see and in the contract draft on the European Security which the Russian management has offered about one and a half years ago.
NATO is that organization which all hate in Russia most of all and consider as a direct source of danger in Europe. Russia is afraid of NATO, complains that NATO breaks a principle of indivisibility of safety in Europe. I understand the concern of Russia and its discontent to some extent, but it is important that NATO not only a system of collective defense, but also a sphere of collective safety. NATO tries to include the strategic partners in this sphere of collective safety such as Russia, Georgia, Armenia, Ukraine, Azerbaijan. In our strategy accepted at the Lisbon summit in November of last year, this approach is called as safety on the basis of cooperation.

By the way, all decisions in NATO, as well as in OSCE are accepted by a consensus principle. There isn't any secret in the military sense between allies. Each country of NATO knows completely everything, and, thus, supervises the military potential of other members. And, moreover, the military forces of all members of NATO very closely cooperate by joint trainings, joint structure of command, joint military infrastructure and operative compatibility of all weapon. This high degree of integration allows to perform the operations together, for example, in Afghanistan, Kosovo, Libya. And as a result the members of NATO completely trust each other. And the war between them is actually excluded. In other words, the integration into the military sense is the key approach for strengthening of collective safety in NATO.

What does it mean for Russia? All our partners can participate in the program where it is a question of security in the military sense. If Russia really aspires to creation of system of collective security in Europe, it needs to be ready to an extensive transparency in the military sense. It needs to exchange the military data with the partners, and the most important thing is to understand that it doesn't weaken the country but on the contrary strengthens its safety.

There are general external threats and calls connected with instability in different regions. For example, Afghanistan, Pakistan, the Arabian world as a whole, the international terrorism, distribution of ballistic missiles and the nuclear weapon in restless regions. As we face these calls together, it is necessary to search for joint answers to these calls. We already do it – we cooperate in struggle against the international terrorism, we cooperate in Afghanistan, for example, in preparation of antidrug personnel. NATO– Russia Council now develops the frame conditions of cooperation in the field of antimissile defence, but there are still disagreements and the decision on cooperation in this area basically is already accepted.

What advices can be for Russia? Firstly, it is necessary to refuse the representation about itself as own center of gravity because while there are two centers of gravitation in Europe, we won't carry out the purpose of indivisibility of security in Europe, on the contrary, mistrust and care will prevail between us.

Secondly, look at NATO not only as on system of collective defence, but much more as on system of collective security which has managed to prevent the war between the members within 60 years and which is ready to include the strategic partners such as Russia in sphere of collective security.

Thirdly, according to the NATO Charter, all European countries can become the members of the NATO basically. Certainly, under the condition of observance of this organization game rules and the invitation of its members from an outsider’s viewpoint. If Russia is ready to move this way, I assure that Germany and not only it, is ready strongly to support you in this sense!

Having acted with the report, Jasper Wieck has answered the numerous questions:

- The ABM is very complicated question. Germany looked skeptically at this project. We thought that there is a risk of armaments drive, therefore we didn’t like the project. And only in connection with project change at new American administration of Obama, Germany has changed the position because the new approach is much better. Firstly, it is four-stage approach which allows to show the big flexibility. Secondly, Bush's project provided that it will be the American system located in Europe on the basis of bilateral negotiations. Obama's approach provides that it will be NATO system and provides the cooperation with Russia and other European countries which have the interests here. We go this way now and try to find the common language with Russia.

The new approach: we begin with a blank leaf - at first we search for elements where we can work together. Not all at once, but can be the joint system in the end. We carry on negotiations for it now. And I am optimistic enough that we will overcome the disagreements which exist. The armaments drive isn't necessary to us – it will be a joint approach to system, favorable to everybody.

- We live in peace, where we face many calls and threats; and it is much more difficult, than was at the time of Cold war. One of the conclusions of NATO strategy is that NATO isn't capable to solve these problems independently. NATO does the contribution, but much depends on assistance of other actors. Afghanistan is a fine example. NATO has come there in 2003 and saw within several years that a key to success if Afghanistan has such is in cooperation with other actors: the United Nations, the European Union, Russia. Therefore we have very close cooperation.

- The NATO summit in Bucharest has solved three years ago, that as Georgia and Ukraine become the members of NATO. Here such wise decision was accepted, but hasn't been told: when? We have already come up against such situation In Ukraine that Ukraine itself, I don't know, temporarily or for a long time, has refused the intention to become a member of NATO. Also there are certain conditions for the NATO entry. For some countries, such as Poland, Hungary, Czech Republic, it was a long process. They declared the intention in 1991 but have entered in 1999. It was required even more time to the countries of the Baltic States.

NATO isn't going to import the regional conflicts. We recognize that the countries should solve the regional problems till NATO entry. I understand that it is not satisfactory rule for Georgia because Georgia will become the hostage of this conflict which it can't solve …

And about the management of the state: we want to see that a member of NATO is the democratic country and this political system is already enough stable.

- The matter with Iran is out of a format of our organization. It is not a theme for NATO till now. We don't see an active role in the matter of the Iranian nuclear program for NATO – we will give the chance to other channels in the decision of this problem.

China is very important actor who becomes even stronger and stronger. But we see that security of the countries of Europe, the members of NATO, isn't mentioned directly. And we consider that will have time to involve China in that group which incur the responsibility on a global scale. We would like, that China has incurred as well responsibility in Afghanistan and in questions of distribution of weapons of mass destruction. It is also a new situation for China that it is not the third world country but becomes the strong and global factor in the world.
