Any “negotiations” from Poroshenko are the imitation of peace process

«Peaceful» negotiation process which was initiated by the Kiev mode, is a populist action which won’t lead to any results — the questions of «The world and we» are answered by Sergey Anatolyevich Baryshnikov, the director of the Center of the political science analysis and technologies (Donetsk).

— How do you estimate the negotiations which second round passed on June 27 in Donetsk between representatives of Ukraine, OSCE, DNR and LNR? Will they bring to a stop of operations in Donets Basin?

I would refrain to qualify these first meetings and contacts as negotiations. But it is already positive that these contacts took place. There are serious questions about real powers of the party which represents OSCE and Ukraine.
For example, the retired president Kuchma — the authorities of the Kiev mode led by Poroshenko publicly didn’t define his status and power. Possibly, he is the link in any transmission gear simply. What Medvedchuk does there? His situation has no legal and official definition. What powers does the representative of party who completely failed Nestor Shufrich have? In this sense their company is very exotic, a peculiar option of «zoo». The representatives of this team don’t have neither political, nor diplomatic, neither organizational, nor military-political components.
It is difficult to judge the lady from the European structures because as a whole there is no and can’t be any trust to Europe in the territory of DNR and LNR. And in general, experience of contacts with Europeans is very doubtful experience. Europe is not the independent player, it is completely subordinated to interests, pressure and dictatorship of Washington.
There are questions to delegation structure from the self-proclaimed republics too. From DNR there were no representatives of the Supreme Council, only the executive vertical was presented. Probably, all this says that the structure of these two teams gathered rather quickly, in haste and everything is caused by it.
Thus, there is no system, qualification in action, there are no accurate powers and full official participation. All this causes a certain scepticism, but there is no reason to reject this event, completely to belittle its value, of course.

— It is known that despite the truce declared by Poroshenko, the operations proceed. Does it means that he doesn’t control this situation?

The most important that neither at the time of this meeting nor after that the operations didn’t stop, the picture of opposition didn’t change. Therefore for the same Poroshenko and forces standing behind him, it is imitating option for the external user to show to the European public that the issue moved off dead center. Besides, it is necessary to show here in Ukraine the qualitative difference from predecessors who weren’t ready to begin dialogue, and Poroshenko is allegedly capable and really is the Supreme Commander.
Thus he loudly declares that for some days the fire will be ceased. But we see that instead of showing the status as the Supreme Commander, he showed the return result on effect. Neither the oligarch Kolomoysky, nor other representatives who haven’t been built in an official vertical of this conflict from Ukraine, didn’t cease the fire. By and large, they let know that the opinion of the president by the name of Poroshenko, means nothing to them and isn’t the order which they are obliged to carry out. It speaks about obvious unbalance of structure of the Ukrainian power —the matter can’t be neither about any power vertical, nor about any rigid submission.
Besides, this situation elicits very important fact —the irregular military formations conduct operations in the majority from Kiev. Militiamen of DNR and LNR are resisted not by uniform monolithic force in the person of armed forces of Ukraine, but separate, numerous groups of fighters. These are separate battalions and formations which have no relation to the state of Ukraine.

-Do the foreign curators of the Kiev mode, first of all USA, have any motivation to the armed conflict termination in Ukraine?

Certainly, despite all these populist meetings and appeals to the peace, the transatlantic owners continue to build the combination and long ago already built the strategy and tactics. They, of course, understand that actually there is a fight for Eurasia — the classical scheme according to geopolitics textbooks. Now it occurs on near approaches to Russia, on this edge of Northern Black Sea Coast and Priazovye which is LNR and DNR territory.
And here the Americans, these strategists of new forms of the war, have no any other opinions because they define a situation, forms and methods of conducting this war, intensity and nature of operations. All this, including numerous victims, is on their conscience if, of course, such category is present at them.

— Thus, it is unlikely possible to expect the continuation of the real negotiation process?

If someone considers that this first round of contacts will be followed already really by full-fledged negotiations, so while it is unclear about what it will be talked. Poroshenko declares the firmness of the state foundations of Ukraine. Ukraine is the unitary state, a state language remains only the one — Ukrainian. There is no potential change, any other variations — everything remains in force firmly and implicitly. What to discuss at negotiations in such situation?
Thus, there is no general political line which would show a course and the good will directed on changes from Kiev — it isn’t present and probably can’t be. Kiev is not independent, not subject, but object instance which is completely in mode of external management. Actually there is «classics of a genre» before us — a puppet mode headed by the so-called president, in this case, by Poroshenko. And how the Americans will tell, so it will be.
Real players on this geopolitical arena are on the one hand, the USA and all their military-political «stuffing», and on the other hand — Russia.
Therefore if to talk about something, so it has to be agree, define the formats two real, influential parties, two real players — Washington and Moscow. Then there will be any results. For now it is the imitating of game situation, urged to show visibility of negotiation process. But there are thousands lost people behind this «game». And this tragedy outweighs everything and raises such questions on which the politicians from the Ukrainian party have no answers and can’t have the answers.
